Procurement in Transtelecom JSC is governed by Procurement Rules of Samruk-Kazyna SWF JSC and organizations whose fifty and more percent of voting shares (participatory interests) directly or indirectly belong to Samruk-Kazyna SWF JSC by right of ownership or trust management approved by the decision of the Board of Directors of Samruk-Kazyna SWF JSC, No.126 dated January 28, 2016
Procurement management
The need for material resources is determined on the basis of the production program and (or) the investment program and/or budget and/or the development plan and/or the business plan and the procurement plan (s) of the Company made up at the request of the Company's structural divisions, based on service and production needs.
As part of the marketing studies of prices for goods, works and services (hereinafter referred to as GWS), we sent the requests to the Procurement Prices Department of KTZ NC JSC, which allows to determine the objective market value of GWS purchased by Transtelecom JSC and identify and standardize codes, according to format of Samruk-Kazyna JSC;
The selection of supplier will be determined by the results of the procurement procedures regulated by the Rules.
According to the Rules, procurement procedures for selecting a supplier by tender or request for quotation, as well as from one source are carried out in the Electronic Procurement Information System, available at http://zakup.sk.kz.
The procedures for selecting a supplier for procurement from one source are carried out by conducting market research in order to high-quality GWS at acceptable prices and taking into account fair competition.
Total purchases
The total volume of purchases of the Company in 2018 amounted to 22 334 867 thousand tenge, including goods purchased in the amount of 8 209 490 thousand tenge, work in the amount of 5 462 185 thousand tenge and services in the of 8 209 490 thousand tenge.
Local content in purchases of Transtelecom JSC for 2018, percentage ratio

Monitoring of the share of local content in the procurement of GWS is carried out on the portal of the authorized body of the Fund for procurement - “Map of monitoring of Kazakhstani content in procurements” on http://www.kmks.kz.
The program of measures aimed at the local content increase in Transtelecom JSC's purchases includes the following areas:

Conclusion of long-term contracts;

Provision of all potential suppliers with equal opportunities to participate in the procurement process, subject to the support of organizations of disabled persons (physical persons with disabilities who carry out entrepreneurial activities) which are in the Register of organizations of disabled persons (physical persons with disabilities who carry out entrepreneurial activities) of the Holding;

Information provision to entrepreneurs according to the needs for goods, works, services;

In order to optimize the terms of procurement and improve the quality of procured GWS by the Customer, procurement of GWS is carried out among Potential suppliers who have passed prequalification in accordance with the Procurement Rules.
In general, Transtelecom JSC performs all the necessary measures to optimize the procurement activities, the development of local producers and the achievement of strategic goals.
